Project Name:  Food Safety Division System Rewrite
Contract Term:  June 1, 2018 through June 30, 2020
Location:  Olympia, WA

1. Describe your business analysis approach when gathering information for a development project. And provide an example of your work: business process flow diagram, requirements document, use cases, and any other development document you wish to share.
2. The BA must identify potential risks that are considered significant to the success of capturing requirements and creating analysis documents for the project.  Also provide how the BA would effectively monitor and manage these risks, including reporting of risks to the WSDA’S Contract Manager.
 
Required Experience:
Minimum Requirements:
Experience with organizations the size of WSDA
5 (five) years of information technology experience such as consulting, analyzing, designing, managing projects, or providing customers with technical support and consultation
3 (three) years of direct experience in performing business analysis functions including: elicitation, tracking and documentation of business requirements, user centered design, development of design documents, use cases, user acceptance testing, and training materials and provide training to customers.  Act as a liaison between business and technical staff. Performing critical analysis of complex systems and business processes, functions, inputs and outputs and visually documenting those processes
Effective oral communication skills, effective presentation skills, ability to conduct effective interviews, applies effective listening skills, ability to resolve issues, effective written material, logical organization, concise and readable
Experience with the Agile approach to software development
Desirable BA Qualifications:
Certified Business Analyst Professional (CBAP) certification
Certification of Competency in Business Analysis (CCBA) certification
 
BACKGROUND ON THE PROJECT
The Washington State Department of Agriculture seeks to enter into a contract with a vendor that can provide Business Analyst services for a range of projects and capable of assisting the agency to develop institutional knowledge and efficiencies in working with Business Consultants.  Under this Request for Quotations and Qualifications (RFQQ) the selected bidder would provide Business Analyst services for an initial project, then remain On-Call for additional discrete projects as the need arises over a period of two years with a possible one year extension.
 
WSDA cannot quantify the number or complexity of future Business Analysts (BA) requirements beyond the initial engagement; however, we estimate the need for several engagements for BA services over the On-Call contract period.
 
Over time, WSDA anticipates developing institutional knowledge and business continuity with the successful vendor.
 
Within the total contract compensation WSDA intends to issue Task Orders for the work as it unfolds (see Appendix C – Task Order Form).  As deliverables are identified and level of effort to complete each deliverable is collaboratively estimated, Task Orders will be issued for specific deliverables and value.  The Task Order process is designed to loosely follow the Agile model similar to Sprints within each project.
 
WSDA reserves the right to issue some or no Task Orders under this procurement and any resulting contract.
 
Initial services are required for the Food Safety & Consumer Services Division.
 
The Food Safety & Consumer Services Division serves the needs of the agricultural community, consumers and stakeholders through the state of Washington by delivering excellent customer service at every level of the division while providing each team member of our programs with the tools and training necessary to be successful.
 
Food Safety Program:
If you process, manufacture, store or handle any food or dairy products for wholesale or retail distribution, or if you custom slaughter or custom cut meat, you need to contact the Washington State Department of Agriculture Food Safety Program, for licensing and/or inspection information.
 
WSDA inspects and analyzes food products; inspect food processing, handling and storage establishments and practices; inspect dairy farms and plants; inspect eggs for quality and weight standards, set and enforce sanitary standards for egg graders; inspect refrigerated locker plants, inspect custom farm slaughterers, custom meat facilities and license and supervise dairy technicians. See Appendix A, “Functional Diagram of Food Safety Program” for more information.

Produce Safety Program:
In partnership with the Federal Food and Drug Administration (FDA), the Washington State Department of Agriculture (WSDA) is developing and implementing a Produce Safety (Program). This Program will encourage the safe production of commonly consumed raw fruits and vegetables thereby reducing the public health risks for consumers of Washington produce across the nation and around the world. By using both education and enforcement, the Program will promote understanding of and compliance with the FDA Produce Safety Rule [external link], a component of the Food Safety Modernization Act (FSMA) [external link].
�  The program will address two key goals:
�  Help Washington farmers comply with the FDA Produce Safety Rule
�  Consistently and uniformly apply the FDA Produce Safety Rule in Washington State

Currently the Department uses a Windows application called Food Records Electronic Database (FRED), to help staff perform the various activities/functions in the Food Safety program. FRED is a custom built system (Windows front end, SQL back end) that now needs to be enhanced/modified/updated to meet the requirements of this program (need to create a custom built web-based/SQL Server/.NET system). 
 
SCOPE OF SERVICES
Project Steps:
1.    BA selected through this work request process
2.    Project Manager (PM) – an internal WSDA employee that develops a project plan for the entire FRED redesign project
3.    PM begins project plan by identifying activities/tasks BA will perform
4.    Once those activities/tasks are identified then BA can begin working
5.    PM continues to update project plan
6.    PM and BA working on parallel tracks (BA requirements gathering, PM developing project plan and ensuring BA is on time with activities/tasks)
7.    BA completes identified activities/tasks (business process flows, requirements, etc.)
8.    BA then takes the requirements identified and turns them over to the WSDA IT software development staff to build the “enhanced” FRED solution
Work Requirements:
The Business Analyst will gather and define business/system requirements working with the division’s SMEs. The Business Analyst will examine the current FRED system to gather requirements the business unit wants to include in the new system, along with new requirements used to replace the FRED system.
 Roles and Responsibilities of BA for this project:
1.    Identify and understand customer business goals and objectives
2.    Conduct workgroup sessions with business unit SMEs and managers to document current and future business and information process flows as the basis for new development, or major enhancements incorporating all inputs and outputs to the system
3.    BA will collaborate and work with the following groups when gathering needed system requirements:
�         Food Safety Program
�         Produce Safety Program
�         WSDA Software Developer
4.    Use a LEAN process improvement methodology for the development of the “Future” business process flow diagram
5.    Gather system requirements knowing the software will be developed using an Agile approach
6.    Conduct workgroup sessions with business unit SMEs to gather and define business process and system process
7.    Engage the SMEs in analyzing and evaluating issues, options, and service needs in order to develop a clear picture of needs and best options from the customer’s perspective
8.    Identify requirements from current FRED system that the SMEs like and would want incorporated in the new system
9.    Clearly see the “bottom line” of customer’s expectations and ensure that work products meet that bottom line

�  Business process workflow diagram for the “Future” FRED system replacement (which reflects a LEAN process improvement methodology)
